The Seven Gears

Your puzzle is on page 26 of the book. Open one hint at a time: often the first one is enough.

Start with inner A under outer A. Turn the inner ring clockwise (inner A moves towards outer B, C, D...) by as many steps as there are gears on the bench. Then find each letter of the tag on the OUTER ring and write the INNER letter below it.
